What happens if goods are intercepted without a valid e-way bill?
The goods and the vehicle can be detained, and release is subject to payment of tax and a penalty determined under the detention provisions. An expired bill is treated as seriously as a missing one, which is why extension before expiry, rather than regeneration afterwards, is the thing to get right when a truck is delayed.
Is an e-way bill needed for every movement of goods?
No. The requirement is tied to consignment value thresholds, and there are exemptions by category of goods and by type of movement, with some states applying their own rules for movement within the state. Because the thresholds and exemptions differ, the applicable rule for your route and commodity is confirmed rather than assumed.
