Is there a time limit for filing a consumer complaint?

Yes. A complaint must be filed within a limitation period counted from the date the cause of action arose, and while a delay can be condoned for sufficient cause, that is a discretion you do not want to depend on. The period and the way the cause of action date is fixed are set by statute, so both are confirmed at the outset.

Do I need a lawyer to appear before the consumer commission?

The forum is designed so that a complainant can appear in person, and many do. Representation still helps where the opposite party is a large company with counsel, or where the claim needs to be framed and evidenced carefully. The choice stays yours and the papers work either way.
