What happens if a PAN is not linked to Aadhaar?

It becomes inoperative, and an inoperative PAN behaves as though it does not exist for most purposes: filings are blocked, refunds are held, TDS is deducted at the higher rate applicable to a missing PAN, and demat and mutual fund applications are rejected. It can be made operative again by completing the linkage, subject to the fee prescribed for late linking.

Can someone hold two PANs?

No. Holding more than one PAN is an offence and carries a penalty. It usually happens by accident, when someone applies afresh instead of requesting a correction or a reprint. The correct route is to surrender the additional PAN and retain one, which is why a correction is checked for before a new application is filed.
