Why check eligibility before applying?
Because every submission is an enquiry against the customer's credit file, and a spray of applications damages the score of the person you are trying to help. Checking first means they only apply where they have a real chance.
When is commission paid?
On approval. Paying on submission would incentivise submitting applications that were never going to be approved, which costs the customer more than it earns the counter.
